[231] Then the Blessed One, having rebuked the bhikkhus dwelling on the bank of the Vaggumudā in many ways, [spoke] of their being difficult to support, difficult to maintain … [Bhikkhus, on that account I shall lay down a training rule…] "And thus, bhikkhus, you should recite this training rule (sikkhāpada):
"Whatever bhikkhu, without directly knowing it, should claim a superhuman state (uttarimanussadhamma) pertaining to himself — a knowledge and vision adequate to the noble ones — saying, 'Thus I know, thus I see,' and then, at a later time, whether being examined or not being examined, having fallen [into the offense] and desiring purification, should say thus: 'Friend, not knowing, I said "I know"; not seeing, [I said] "I see"; I spoke emptily, falsely' — this one too is pārājika, not in communion."
And thus this training rule was laid down by the Blessed One for the bhikkhus.
