[595] Then those people who were without faith, without confidence, and of poor intelligence said thus: "These ascetics, sons of the Sakyan, are austere, living the life of effacement; but the ascetic Gotama is luxurious and intent upon luxury." But those people who had faith and confidence, who were wise and intelligent, complained, criticized, and spread it about: "How can Devadatta strive for the schism of the Blessed One's Saṅgha, for the breaking of the wheel (cakkabheda)?"
Bhikkhus heard those people complaining, criticizing, and spreading it about. Those bhikkhus who were of few wishes … complained, criticized, and spread it about: "How can Devadatta strive for the schism of the Saṅgha, for the breaking of the wheel?" Then those bhikkhus reported this matter to the Blessed One.
Then the Blessed One, on that ground, in that connection, having had the Saṅgha of bhikkhus assembled, questioned Devadatta: "Is it true, as they say, Devadatta, that you are striving for the schism of the Saṅgha, for the breaking of the wheel?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked him: "It is unbecoming, foolish man, … How can you, foolish man, strive for the schism of the Saṅgha, for the breaking of the wheel? This, foolish man, is not for the confidence of those without confidence …
"And thus, bhikkhus, you should recite this training rule (sikkhāpada): Should any bhikkhu strive for the schism of a united Saṅgha, or should he persist in taking up and championing a legal issue (adhikaraṇa) conducive to schism, that bhikkhu should be spoken to thus by the bhikkhus: 'Let the venerable one not strive for the schism of a united Saṅgha, nor persist in taking up and championing a legal issue conducive to schism. Let the venerable one come together with the Saṅgha; for a united Saṅgha, in concord, without dispute, with a single recitation, dwells at ease.' And if that bhikkhu, being spoken to thus by the bhikkhus, should persist just as before, that bhikkhu should be admonished by the bhikkhus up to three times for the relinquishing of that course. If, being admonished up to three times, he relinquishes it, that is good; if he does not relinquish it, it is a saṅghādisesa."
