[114] "Bhikkhus, here again a bhikkhu might say: 'In such-and-such a dwelling place there lives a Saṅgha (saṅgha) with elders and with a leading bhikkhu (pāmokkha). In the presence of that Saṅgha I heard this, in its presence I received it: this is the Dhamma, this is the Vinaya, this is the Teacher's instruction.' Bhikkhus, that bhikkhu's statement should neither be delighted in nor rejected. Without delighting in it and without rejecting it, having learned those words and phrases (padabyañjana) well, they should be collated with the Suttas and compared with the Vinaya. If, when they are being collated with the Suttas and compared with the Vinaya, they neither fit into the Suttas nor are found in the Vinaya, then the conclusion must be reached here: 'Certainly this is not the word of that Blessed One, and it has been wrongly learned by that Saṅgha of bhikkhus.' Thus, bhikkhus, you should discard it. But if, when they are being collated with the Suttas and compared with the Vinaya, they do fit into the Suttas and are found in the Vinaya, then the conclusion must be reached here: 'Certainly this is the word of that Blessed One, and it has been rightly learned by that Saṅgha.' Bhikkhus, you should bear this in mind as the second great reference (mahāpadesa)."
