[36] Then, bhikkhus, the anointed khattiya king, rising from his seat and arranging his upper robe over one shoulder, took the ceremonial water-vessel in his left hand and besprinkled the wheel-treasure (cakkaratana) with his right hand, saying: 'Roll forth, honored wheel-treasure! Triumph, honored wheel-treasure!'
Then, bhikkhus, that wheel-treasure rolled forth toward the eastern direction, and the wheel-turning king (rājā cakkavatti) followed after it together with his fourfold army. And in whatever region, bhikkhus, the wheel-treasure came to rest, there the wheel-turning king took up residence together with his fourfold army. And whatever rival kings there were in the eastern direction, bhikkhus, approached the wheel-turning king and said: 'Come, great king! Welcome, great king! It is your own, great king; instruct us, great king!' The wheel-turning king spoke thus: 'Living beings are not to be killed. What is not given is not to be taken. Misconduct in sensual pleasures is not to be committed. Falsehood is not to be spoken. Intoxicants are not to be drunk. And enjoy [your revenues] as you have hitherto enjoyed them.' And whatever rival kings there were in the eastern direction, bhikkhus, became vassals of the wheel-turning king.
Then, bhikkhus, that wheel-treasure, having plunged into the eastern ocean and emerged again, having plunged into the southern ocean and emerged again, rolled forth toward the western direction, and the wheel-turning king followed after it together with his fourfold army. And in whatever region, bhikkhus, the wheel-treasure came to rest, there the wheel-turning king took up residence together with his fourfold army. And whatever rival kings there were in the western direction, bhikkhus, approached the wheel-turning king and said: 'Come, great king! Welcome, great king! Then, bhikkhus, that wheel-treasure, having triumphed over the earth bounded by the ocean, returned to that very royal capital and stood, as if fixed upon an axle, at the gate of the inner palace of the wheel-turning king, at the entrance to the hall of justice, illuminating the inner palace of the wheel-turning king.
