[172] "So it is, Bhaddāli: when beings are declining and the true Dhamma (saddhamma) is disappearing, there are more training rules (sikkhāpada), and fewer bhikkhus are established in final knowledge (aññā). Bhaddāli, the Teacher does not lay down a training rule for disciples so long as certain conditions that are grounds for the taints (āsavaṭṭhānīyā dhammā) have not appeared here in the Saṅgha. But when, Bhaddāli, certain conditions that are grounds for the taints (āsava) appear here in the Saṅgha, then the Teacher lays down a training rule for disciples in order to ward off those very conditions that are grounds for the taints. Bhaddāli, certain conditions that are grounds for the taints do not appear here in the Saṅgha so long as the Saṅgha has not attained greatness. But when, Bhaddāli, the Saṅgha has attained greatness, then certain conditions that are grounds for the taints appear here in the Saṅgha, and then the Teacher lays down a training rule for disciples in order to ward off those very conditions that are grounds for the taints. Bhaddāli, certain conditions that are grounds for the taints do not appear here in the Saṅgha so long as the Saṅgha has not attained the peak of gain … has not attained the peak of fame … has not attained great learning … has not attained long standing. But when, Bhaddāli, the Saṅgha has attained long standing, then certain conditions that are grounds for the taints appear here in the Saṅgha, and then the Teacher lays down a training rule for disciples in order to ward off those very conditions that are grounds for the taints."
