[427] At Sāvatthī. "Bhikkhus, when what exists, by clinging to what, by adhering to what, does such a view (diṭṭhi) arise as this: 'For one who acts or makes others act, who mutilates or makes others mutilate, who tortures or makes others torture, who sorrows or makes others sorrow, who is wearied or makes others weary, who trembles or makes others tremble, who causes living beings to be slain, who takes what is not given, who breaks into houses, who carries off plunder, who commits burglary on a single house, who waylays on the road, who goes to another's wife, who speaks falsehood — no evil (pāpa) is done by the doer. Even if with a razor-rimmed wheel one were to make the living beings of this earth into one mass of flesh, one heap of flesh, there would be no evil on that account, no coming of evil. Even if one were to go along the southern bank of the Ganges striking and slaying, mutilating and making others mutilate, torturing and making others torture, there would be no evil on that account, no coming of evil. Even if one were to go along the northern bank of the Ganges giving and making others give, sacrificing and making others sacrifice, there would be no merit (puñña) on that account, no coming of merit. By giving, by self-taming, by restraint, by speaking truth, there is no merit, no coming of merit'?" "Venerable sir, our dhammas are rooted in the Blessed One …" "Bhikkhus, when form (rūpa) exists, by clinging to form, by adhering to form, such a view arises as this: 'For one who acts or makes others act … there is no merit, no coming of merit.' When feeling (vedanā) exists … When perception (saññā) exists. When volitional formations (saṅkhārā) exist. When consciousness (viññāṇa) exists, by clinging to consciousness, by adhering to consciousness, such a view arises as this: 'For one who acts or makes others act … there is no merit, no coming of merit.'"
