[639] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jetavana, Anāthapiṇḍika's monastery. Now at that time the group-of-six bhikkhus, knowing that a legal issue (adhikaraṇa) had been settled according to the Dhamma, reopened it for a further formal act (kamma), saying: "The act has not been done; the act was badly done; the act must be done again; it has not been settled; it was badly settled; it must be settled again." Those bhikkhus who were of few wishes … criticized, complained, and denounced them: "How can the group-of-six bhikkhus, knowing that a legal issue has been settled according to the Dhamma, reopen it for a further formal act?" …
"Is it true, bhikkhus, that you, knowing that a legal issue has been settled according to the Dhamma, reopened it for a further formal act?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How can you, foolish men, knowing that a legal issue has been settled according to the Dhamma, reopen it for a further formal act? This, foolish men, is not for the confidence of those without confidence, nor for the increase of those already confident …
"And thus, bhikkhus, you should recite this training rule:
"Whatever bhikkhu, knowing that a legal issue has been settled according to the Dhamma, should reopen it for a further formal act, there is an offense of expiation (pācittiya)."
