Dutiyapaṇṇāsaka

[325] Bhikkhus, evil, unwholesome states arise with conditioning factors (sasaṅkhārā); they do not arise without conditioning factors. Through the abandoning of those very conditioning factors (saṅkhārā), those evil, unwholesome states thus do not come to be.
