[63] 9. Thus have I heard. On one occasion the Blessed One was dwelling near Sāvatthī, in the Eastern Park (Pubbārāma), in the mansion of Migāra's mother. Now on that occasion Visākhā, Migāra's mother, had some matter or other bound up with King Pasenadi of Kosala, and King Pasenadi of Kosala did not settle that matter in accordance with her wish.
Then in the middle of the day Visākhā, Migāra's mother, approached the Blessed One; having approached and paid homage to the Blessed One, she sat down at one side. When Visākhā, Migāra's mother, was seated at one side, the Blessed One said this to her: "Well now, Visākhā, where are you coming from in the middle of the day?"
"Here, venerable sir, some matter or other of mine is bound up with King Pasenadi of Kosala, and King Pasenadi of Kosala does not settle that matter in accordance with my wish."
Then the Blessed One, having understood the meaning of this, on that occasion uttered this inspired utterance (udāna):
"All that is subject to another's control is suffering (dukkha);
all sovereignty (issariya) is happiness.
In what is held in common beings are afflicted,
for yokes (yoga) are hard to overcome."
