[2431] "Blameworthy, O brahmin, is Pañcāla: King Brahmadatta's countryfolk, left unprotected, are crushed by unrighteous levies. For by night the robbers devour them; by day the tax collectors devour them; in the realm of a crooked king, many are the folk given to unrighteousness. The fierce, unruly cow that formerly we did not milk — her we now milk today, harassed by those who demand her milk."
