[254] Then that lay follower (upāsaka) approached the Saṅgha of bhikkhunīs and requested the withdrawal of the kaṭhina (kaṭhinuddhāra). The bhikkhunī Thullanandā, thinking, "The robe-cloth will be ours," blocked the withdrawal of the kaṭhina. Then that lay follower criticized, denounced, and spread it about, saying: "How can the bhikkhunīs not grant us the withdrawal of the kaṭhina?"
The bhikkhunīs heard that lay follower criticizing, denouncing, and spreading it about. Those bhikkhunīs who were of few wishes … they criticized, denounced, and spread it about, saying: "How can the Lady Thullanandā block a legitimate withdrawal of the kaṭhina?" …
"Is it true, as they say, bhikkhus, that the bhikkhunī Thullanandā blocks a legitimate withdrawal of the kaṭhina?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "Bhikkhus, how can the bhikkhunī Thullanandā block a legitimate withdrawal of the kaṭhina? This, bhikkhus, does not conduce to the confidence of those without confidence … And thus, bhikkhus, let the bhikkhunīs recite this training rule:
'Should any bhikkhunī block a legitimate withdrawal of the kaṭhina, there is an offense of expiation (pācittiya).'"
