[103] Now at that time the bandit Aṅgulimāla had gone forth among the bhikkhus. People, on seeing him, were alarmed and terrified; they fled, went off by another way, turned their faces another way, and even shut their doors. People complained, criticized, and spread it about, saying: "How can the ascetics, sons of the Sakyan, give the going forth (pabbajjā) to a bandit who bears the banner (dhajabaddha)?"
Bhikkhus heard those people complaining, criticizing, and spreading it about. Then those bhikkhus reported this matter to the Blessed One.
"Bhikkhus, a bandit who bears the banner should not be given the going forth. Whoever should give the going forth incurs an offence of wrong-doing (dukkaṭa)."
