[86] Now at that time a certain bhikkhu, immediately after being ordained, engaged in improper conduct (anācāra). The bhikkhus said this: "Friend, do not do such a thing; that is not allowable." He said this: "I never asked the venerable ones, 'Ordain me.' Why did you ordain me without being asked?" They reported this matter to the Blessed One. "Bhikkhus, one who has not been asked should not confer ordination (upasampadā); whoever should confer it commits an offense of wrong-doing (dukkaṭa). I allow, bhikkhus, one who has been asked to confer ordination.
"And thus, bhikkhus, should the request be made. That one seeking ordination (upasampadāpekkha) should approach the Saṅgha, arrange his upper robe over one shoulder, pay homage at the feet of the bhikkhus, sit down on his heels, raise his joined palms, and be told to say this: 'Venerable sirs, I ask the Saṅgha for ordination. May the Saṅgha, venerable sirs, raise me up out of compassion.' A second time the request should be made; a third time the request should be made.
"A competent and capable bhikkhu should inform the Saṅgha: 'Venerable sirs, let the Saṅgha hear me. This person named so-and-so is one seeking ordination under the venerable so-and-so. So-and-so asks the Saṅgha for ordination with so-and-so as preceptor (upajjhāya). If it seems fit to the Saṅgha, let the Saṅgha ordain so-and-so with so-and-so as preceptor. This is the motion (ñatti).
"'Venerable sirs, let the Saṅgha hear me. This person named so-and-so is one seeking ordination under the venerable so-and-so. So-and-so asks the Saṅgha for ordination with so-and-so as preceptor. The Saṅgha ordains so-and-so with so-and-so as preceptor. Whichever venerable one approves of the ordination of so-and-so with so-and-so as preceptor, let him be silent; whoever does not approve should speak.
"'A second time I speak this matter … A third time I speak this matter …
"'So-and-so has been ordained by the Saṅgha with so-and-so as preceptor. It is approved by the Saṅgha; therefore they are silent. Thus do I hold it.'"
