[91] Now at that time bhikkhus, [thinking,] "We have ten rains, we have ten rains," being foolish and incompetent, conferred the full ordination (upasampadā). Preceptors (upajjhāya) were seen who were foolish while their pupils (saddhivihārika) were wise; preceptors were seen who were incompetent while their pupils were competent; preceptors were seen who were of little learning while their pupils were of much learning; preceptors were seen who were of poor wisdom while their pupils were wise. A certain [bhikkhu] who had formerly belonged to another sect, when being admonished by his preceptor in accordance with the Dhamma, refuted his preceptor's statement and went over to that very sectarian fold (titthāyatana).
Those bhikkhus who were of few wishes … criticized, complained, and spread it about: "How can bhikkhus, [thinking,] 'We have ten rains, we have ten rains,' being foolish and incompetent, confer the full ordination? Preceptors are seen who are foolish while their pupils are wise; preceptors are seen who are incompetent while their pupils are competent; preceptors are seen who are of little learning while their pupils are of much learning; preceptors are seen who are of poor wisdom while their pupils are wise." Then those bhikkhus reported this matter to the Blessed One.
"Is it true, as they say, bhikkhus, that bhikkhus, [thinking,] 'We have ten rains, we have ten rains,' being foolish and incompetent, confer the full ordination; that preceptors are seen who are foolish while their pupils are wise; that preceptors are seen who are incompetent while their pupils are competent; that preceptors are seen who are of little learning while their pupils are of much learning; that preceptors are seen who are of poor wisdom while their pupils are wise?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How, bhikkhus, can those foolish men (moghapurisa), [thinking,] 'We have ten rains, we have ten rains,' being foolish and incompetent, confer the full ordination? Preceptors are seen who are foolish while their pupils are wise; preceptors are seen who are incompetent while their pupils are competent; preceptors are seen who are of little learning while their pupils are of much learning; preceptors are seen who are of poor wisdom while their pupils are wise. This, bhikkhus, does not conduce to the confidence of those without confidence …" Having rebuked them and given a talk on the Dhamma, he addressed the bhikkhus: "Bhikkhus, the full ordination should not be conferred by one who is foolish and incompetent. Whoever should confer it commits an offense of wrongdoing (dukkaṭa). I allow, bhikkhus, the full ordination to be conferred by a competent, capable bhikkhu of ten rains or of more than ten rains."
