[1258] An unwholesome phenomenon (dhamma) that is both a fetter (saññojana) and favorable to fetters (saññojaniya) is a condition, by way of root condition (hetu-paccaya), for an unwholesome phenomenon that is both a fetter and favorable to fetters.
