[1369] Dependent on a wholesome phenomenon (kusala dhamma) that is subject to hindrances (nīvaraṇiya) but not a hindrance (nīvaraṇa), there arises a wholesome phenomenon that is subject to hindrances but not a hindrance, by root condition (hetu-paccaya).
