[990] Dependent on an unwholesome (akusala) phenomenon (dhamma) that is both a root (hetu) and accompanied by a root (sahetuka), there arises an unwholesome phenomenon that is both a root and accompanied by a root, not by predominance condition (adhipati-paccaya): nine.
