[13] Then the Blessed One, having stayed at Bhaddiya for as long as he wished, set out on tour toward Sāvatthī, and wandering on tour by stages, he arrived at Sāvatthī. There the Blessed One dwelt at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's park.
Now at that time the group-of-six bhikkhus, as cows were crossing the river Aciravatī, seized them by the horns, seized them by the ears, seized them by the neck, and seized them by the tail; they mounted their backs; with lustful minds (citta) they touched their genitals; and they even plunged heifers under and killed them. People looked down upon, criticized, and spread it about, saying: "How can these ascetics, sons of the Sakyan, seize cows that are crossing by the horns, seize them by the ears, seize them by the neck, and seize them by the tail; mount their backs; with lustful minds touch their genitals; and even plunge heifers under and kill them — just like householders who enjoy sensual pleasures?"
Bhikkhus heard those people looking down upon, criticizing, and spreading it about. Then those bhikkhus reported this matter to the Blessed One.
"Bhikkhus, cows are not to be seized by the horns, not to be seized by the ears, not to be seized by the neck, not to be seized by the tail, and the back is not to be mounted. Whoever should mount one commits an offense of wrong-doing (dukkaṭa). And, bhikkhus, the genitals are not to be touched with a lustful mind; whoever should touch them commits a grave offense (thullaccaya). A heifer is not to be killed; whoever should kill one is to be dealt with according to the rule."
