[144] Now at that time robe-cloth in the storeroom of the Saṅgha was unguarded. They informed the Blessed One of this matter. "Bhikkhus, I allow the appointment (sammannituṃ) of a bhikkhu possessed of five qualities as storeroom keeper (bhaṇḍāgārika): one who would not follow a wrong course out of desire, would not follow a wrong course out of hatred, would not follow a wrong course out of delusion, would not follow a wrong course out of fear, and who would know what is guarded and what is unguarded.
"And thus, bhikkhus, should he be appointed. First the bhikkhu should be asked; having been asked, the Saṅgha should be informed by a competent and capable bhikkhu: 'Venerable sirs, let the Saṅgha listen to me. If it is the right time for the Saṅgha, let the Saṅgha appoint the bhikkhu named so-and-so as storeroom keeper. This is the motion (ñatti). Venerable sirs, let the Saṅgha listen to me. The Saṅgha appoints the bhikkhu named so-and-so as storeroom keeper. Whichever venerable one approves of the appointment of the bhikkhu named so-and-so as storeroom keeper should remain silent; whoever does not approve should speak. The bhikkhu named so-and-so has been appointed by the Saṅgha as storeroom keeper. The Saṅgha approves; therefore it is silent. Thus do I hold it.'"
