[66] Then the Blessed One, wandering on tour by stages, arrived at Rājagaha. There the Blessed One dwelt at Rājagaha in the Veḷuvana, the Squirrels' Feeding Ground (Kalandakanivāpa). Now at that time jaggery (guḷa) was abundant in Rājagaha. The bhikkhus, being scrupulous, thinking, "Jaggery has been allowed by the Blessed One only for one who is sick, not for one who is not sick," did not consume jaggery. They reported this matter to the Blessed One.
"Bhikkhus, I allow jaggery for one who is sick, and jaggery-water for one who is not sick."
