[676] "Bhikkhus, and this is how he should be appointed. First the bhikkhu should be asked; having asked him, the Saṅgha should be informed by a competent and capable bhikkhu:
'Venerable sirs, let the Saṅgha listen to me. While this legal issue (adhikaraṇa) of ours is being decided, endless talk arises, and the meaning of what has been spoken is not understood. If it is the right time for the Saṅgha, let the Saṅgha appoint the bhikkhu named so-and-so and the bhikkhu named so-and-so to settle this legal issue by means of a committee (ubbāhikā). This is the motion (ñatti).
'Venerable sirs, let the Saṅgha listen to me. While this legal issue of ours is being decided, endless talk arises, and the meaning of what has been spoken is not understood. The Saṅgha appoints the bhikkhu named so-and-so and the bhikkhu named so-and-so to settle this legal issue by means of a committee. If the appointment of the bhikkhu named so-and-so and the bhikkhu named so-and-so to settle this legal issue by means of a committee is acceptable to any venerable one, let him be silent; he to whom it is not acceptable should speak.
'The bhikkhu named so-and-so and the bhikkhu named so-and-so have been appointed by the Saṅgha to settle this legal issue by means of a committee. It is acceptable to the Saṅgha; therefore it is silent. Thus do I hold it.'"
