[689] By how many means of settlement (samatha) is a legal issue concerning offenses (āpattādhikaraṇa) settled? A legal issue concerning offenses is settled by three means of settlement: by removal in the presence (sammukhāvinaya), by acting upon acknowledgment (paṭiññātakaraṇa), and by covering over as with grass (tiṇavatthāraka).
