[88] "And this, bhikkhus, is how it should be done. First, the bhikkhus who are followers of Assaji and Punabbasuka (assajipunabbasukā bhikkhū) should be accused; having been accused, they should be made to recall (sāretabbā) [their conduct]; having been made to recall it, they should be charged with the offense (āpatti); having charged them with the offense, a competent and capable bhikkhu should inform the Saṅgha:
"'Venerable sirs, let the Saṅgha hear me. These bhikkhus, the followers of Assaji and Punabbasuka, are corrupters of families (kuladūsakā) and of bad conduct. Their bad conduct is both seen and heard, and families corrupted by them are both seen and heard.¹ If it seems fitting to the Saṅgha, let the Saṅgha carry out an act of banishment (pabbājanīyakamma) from Kīṭāgiri against the bhikkhus who are followers of Assaji and Punabbasuka: the bhikkhus who are followers of Assaji and Punabbasuka are not to dwell in Kīṭāgiri. This is the motion (ñatti).
"'Venerable sirs, let the Saṅgha hear me. These bhikkhus, the followers of Assaji and Punabbasuka, are corrupters of families and of bad conduct. Their bad conduct is both seen and heard, and families corrupted by them are both seen and heard. The Saṅgha carries out an act of banishment from Kīṭāgiri against the bhikkhus who are followers of Assaji and Punabbasuka: the bhikkhus who are followers of Assaji and Punabbasuka are not to dwell in Kīṭāgiri. Whichever venerable one approves the carrying out of the act of banishment from Kīṭāgiri against the bhikkhus who are followers of Assaji and Punabbasuka—that the bhikkhus who are followers of Assaji and Punabbasuka are not to dwell in Kīṭāgiri—let him be silent; whoever does not approve, let him speak.

It is approved by the Saṅgha; therefore it is silent. Thus do I hold it.'"
