[398] Bhikkhus, a bhikkhu endowed with eight qualities is worthy to go on a mission (dūteyya) as an envoy. What are the eight? Here, bhikkhus, a bhikkhu is one who listens, one who makes others listen, one who learns, one who remembers, one who understands, one who makes others understand, one who is skilled in what is relevant and what is not relevant, and one who does not create quarrels. Endowed with these eight qualities, bhikkhus, a bhikkhu is worthy to go on a mission.
