[70] Then the Blessed One, having stayed at Rājagaha for as long as he wished, set out on tour toward Vesālī. Now at that time bhikkhus went about carrying needles, small knives, and medicines in their bowls. They reported this matter to the Blessed One. "Bhikkhus, I allow a bag for medicines (bhesajjatthavikā)." There was no shoulder strap (aṃsavaddhaka) … "Bhikkhus, I allow a shoulder strap and a thread for binding (bandhanasuttaka)."
