[1054] Is a legal issue of dispute (vivādādhikaraṇa) a legal issue of accusation (anuvādādhikaraṇa), a legal issue of offense (āpattādhikaraṇa), a legal issue of business (kiccādhikaraṇa)? A legal issue of dispute is not a legal issue of accusation, is not a legal issue of offense, is not a legal issue of business. Nevertheless, conditioned by a legal issue of dispute there comes to be a legal issue of accusation, there comes to be a legal issue of offense, there comes to be a legal issue of business. In what way? Here bhikkhus dispute: "It is Dhamma," or "It is not Dhamma," … "It is a grave offense," or "It is not a grave offense" — whatever quarreling, strife, contention, dispute, divergent speech, contrary speech, vexatious talk, and contentiousness there is in that matter: this is called a legal issue of dispute. The Saṅgha disputes over a legal issue of dispute: this is a legal issue of dispute. Disputing, one accuses: this is a legal issue of accusation. Accusing, one falls into an offense: this is a legal issue of offense. On account of that offense the Saṅgha performs a formal act (kamma): this is a legal issue of business. Thus, conditioned by a legal issue of dispute, there comes to be a legal issue of accusation, there comes to be a legal issue of offense, there comes to be a legal issue of business.
