[353] Knowingly reopening, for a further proceeding, a legal issue (adhikaraṇa) that has been settled according to the Dhamma, a bhikkhu commits two offenses (āpatti): while he is reopening it, there is an offense of wrong-doing (dukkaṭa) in the effort; when it has been reopened, there is an offense entailing expiation (pācittiya).
