"It was laid down at Sāvatthī."
"With reference to whom?"
"With reference to several bhikkhus."
"On account of what matter?"
"On account of the matter that several bhikkhus, having discarded their rugs, undertook the factor of forest-dwelling, the factor of almsfood-eating, and the factor of rag-robe-wearing."
