[889] How many means of settlement (samatha) are there? Seven. There are seven means of settlement: settlement in the presence (sammukhāvinaya), verdict of mindfulness (sativinaya), verdict of past insanity (amūḷhavinaya), acting according to what is admitted (paṭiññātakaraṇa), decision by majority (yebhuyyasikā), verdict of aggravated misconduct (tassapāpiyasikā), and covering over as with grass (tiṇavatthāraka). These are the seven means of settlement.
Could it be that these seven means of settlement become ten means of settlement, and the ten means of settlement become seven means of settlement, by way of the basis (vatthu), by a method of exposition (pariyāya)? It could be. And how could it be? For a legal issue (adhikaraṇa) arising from dispute there are two means of settlement; for a legal issue arising from accusation, four means of settlement; for a legal issue arising from an offence, three means of settlement; for a legal issue arising from business, one means of settlement. Thus these seven means of settlement become ten means of settlement, and the ten means of settlement become seven means of settlement, by way of the basis, by a method of exposition.
