[505] The bhikkhus who have been appointed, having gone there, should inspect the hut site; they should ascertain whether it involves harm (sārambha) or is free from harm, whether it has surrounding space (saparikkamana) or lacks surrounding space. If it involves harm and lacks surrounding space, he should be told: "Do not build here." If it is free from harm and has surrounding space, it should be announced to the Saṅgha: "It is free from harm and has surrounding space."
Then the bhikkhu who is to build the hut should approach the Saṅgha, arrange his upper robe over one shoulder, pay homage at the feet of the senior bhikkhus, sit down squatting on his heels, raise his joined palms, and address them thus: "Venerable sirs, I wish to build a hut by means of my own begging (saññācikā), having no sponsor, intended for myself. Venerable sirs, I request the Saṅgha for the designation of a hut site." He should request a second time; he should request a third time.
The Saṅgha should be informed by a competent and capable bhikkhu: "Venerable sirs, let the Saṅgha hear me. This bhikkhu named so-and-so wishes to build a hut by means of his own begging, having no sponsor, intended for himself. He requests the Saṅgha for the designation of a hut site. If the Saṅgha is ready, let the Saṅgha designate the hut site for the bhikkhu named so-and-so. This is the motion (ñatti).
"Venerable sirs, let the Saṅgha hear me. This bhikkhu named so-and-so wishes to build a hut by means of his own begging, having no sponsor, intended for himself. He requests the Saṅgha for the designation of a hut site. The Saṅgha designates the hut site for the bhikkhu named so-and-so. Whichever venerable one approves of the designation of the hut site for the bhikkhu named so-and-so should remain silent; whoever does not approve should speak.
"The hut site has been designated by the Saṅgha for the bhikkhu named so-and-so. The Saṅgha approves; therefore it is silent. Thus do I hold it."
