[169] "Bhaddāli, here a certain bhikkhu is a frequent offender, one full of offenses (āpatti). When admonished by the bhikkhus, he evades one thing with another, diverts the talk to an outside matter, and displays anger, hatred, and displeasure; he does not conduct himself properly, does not lay his bristles low, does not act so as to extricate himself, and does not say, 'I shall do whatever will please the Saṅgha.' In that case, Bhaddāli, it occurs to the bhikkhus thus: 'Friends, this bhikkhu is a frequent offender, one full of offenses. When admonished by the bhikkhus, he evades one thing with another, diverts the talk to an outside matter, and displays anger, hatred, and displeasure; he does not conduct himself properly, does not lay his bristles low, does not act so as to extricate himself, and does not say, "I shall do whatever will please the Saṅgha." It would be good indeed if the venerable ones would examine this bhikkhu in such a way that this disciplinary issue (adhikaraṇa) is not settled quickly.' And so, Bhaddāli, the bhikkhus examine that bhikkhu in such a way that this disciplinary issue is not settled quickly.
