[490] "Bhikkhus, here, when a head-anointed noble king (rājā khattiya muddhāvasitta), on the fifteenth-day Uposatha (uposatha), having bathed his head and undertaken the Uposatha observance, has gone up to the upper storey of the royal palace, there appears to him the divine wheel-treasure (cakkaratana), with a thousand spokes, with rim and with hub, complete in every aspect. Having seen it, the head-anointed noble king thinks: 'I have heard this: to whatever head-anointed king, on the fifteenth-day Uposatha, having bathed his head and undertaken the Uposatha observance, having gone up to the upper storey of the royal palace, there appears the divine wheel-treasure, with a thousand spokes, with rim and with hub, complete in every aspect — that king is a wheel-turning monarch (rājā cakkavatti). Am I, then, a wheel-turning monarch?'
Then, bhikkhus, the head-anointed noble king, rising from his seat, taking a ceremonial water-vessel in his left hand, sprinkles the wheel-treasure with his right hand, saying: 'Roll forth, honored wheel-treasure! Conquer, honored wheel-treasure!' Then, bhikkhus, that wheel-treasure rolls toward the eastern quarter, and the wheel-turning monarch follows it together with his fourfold army. And in whatever region the wheel-treasure comes to rest, there the wheel-turning monarch takes up residence together with his fourfold army. And, bhikkhus, whatever rival kings there are in the eastern quarter approach the wheel-turning monarch and say: 'Come, great king! Welcome, great king! It is your own, great king; instruct us, great king.' The wheel-turning monarch says: 'A living being is not to be killed; what is not given is not to be taken; sexual misconduct is not to be engaged in; falsehood is not to be spoken; intoxicants are not to be drunk; and enjoy [your possessions] in accordance with what is (yathābhūta).' And whatever rival kings there were in the eastern quarter became vassals of the wheel-turning monarch.
Then, bhikkhus, that wheel-treasure, having plunged into the eastern ocean and re-emerged, rolls toward the southern quarter … having plunged into the ocean of the southern quarter and re-emerged, it rolls toward the western quarter … having plunged into the ocean of the western quarter and re-emerged, it rolls toward the northern quarter, and the wheel-turning monarch follows it together with his fourfold army. And in whatever region the wheel-treasure comes to rest, there the wheel-turning monarch takes up residence together with his fourfold army. And, bhikkhus, whatever rival kings there are in the northern quarter approach the wheel-turning monarch and say: 'Come, great king! Welcome, great king! It is your own, great king; instruct us, great king.' Then, bhikkhus, that wheel-treasure, having conquered the earth bounded by the ocean, having returned to that same royal capital, stands as if fixed upon an axle at the gate of the wheel-turning monarch's inner palace, adorning the gate of the wheel-turning monarch's inner palace. Bhikkhus, such is the wheel-treasure that appears to a wheel-turning monarch."
