[64] "And how, Ānanda, is there the covering over as if with grass (tiṇavatthāraka)? Here, Ānanda, while bhikkhus dwell embroiled in quarrels, embroiled in strife, and fallen into dispute, much has been perpetrated and spoken that is unbefitting an ascetic. Then, Ānanda, all those bhikkhus should assemble together in concord; and having assembled, a competent bhikkhu from among the bhikkhus of one side should rise from his seat, arrange his robe over one shoulder, raise his joined palms in reverence, and inform the Saṅgha: 'Venerable sirs, let the Saṅgha hear me. While we here have dwelt embroiled in quarrels, embroiled in strife, and fallen into dispute, much has been perpetrated and spoken that is unbefitting an ascetic. If it is opportune for the Saṅgha, then—for the sake of these venerable ones and for my own sake—I would confess in the midst of the Saṅgha, by the covering over as if with grass, both whatever offense (āpatti) belongs to these venerable ones and whatever offense is my own, excepting any gravely blameworthy offense and any offense connected with the laity.'
"Then a competent bhikkhu from among the bhikkhus of the other side should rise from his seat, arrange his robe over one shoulder, raise his joined palms in reverence, and inform the Saṅgha: 'Venerable sirs, let the Saṅgha hear me. "This, Ānanda, is how there is the covering over as if with grass. And it is thus that the settlement of certain disciplinary issues (adhikaraṇa) here comes about, namely, by the covering over as if with grass."
