[475] At one time the Blessed One was dwelling among the Kosalans, in a forest hut in the Himavanta region.¹ Then, while the Blessed One was alone in seclusion, this reflection arose in his mind: "Is it possible to exercise rulership righteously (dhammena) — without killing and without causing others to kill, without conquering and without causing others to conquer, without sorrowing and without causing others to sorrow?"
