[348] There is no offence (anāpatti): if he informs of the matter (vatthu) but not the offence (āpatti); if he informs of the offence but not the matter; if there is the authorization of the bhikkhus (bhikkhusammati); if he is insane; if he is the first offender (ādikammika).
