[641] **Legal issue (adhikaraṇa)** means: there are four legal issues — a legal issue arising from dispute (vivādādhikaraṇa), a legal issue arising from accusation (anuvādādhikaraṇa), a legal issue arising from an offense (āpattādhikaraṇa), and a legal issue arising from business (kiccādhikaraṇa). **Should reopen it for a further formal act** means: if he reopens it, saying, "The formal act (kamma) has not been done; the formal act has been badly done; the formal act must be done again; it has not been carried through; it has been badly carried through; it must be carried through again" — he commits an offense entailing expiation (pācittiya).
