[647] There is no offense (anāpatti): if he does not inform, thinking, "There will be strife, or quarreling, or contention, or dispute for the Saṅgha"; if he does not inform, thinking, "There will be schism in the Saṅgha (saṅghabheda) or a rift in the Saṅgha (saṅgharāji)"; if he does not inform, thinking, "This one is cruel and harsh; he will cause danger to life or danger to the holy life (brahmacariya)"; if, not seeing other suitable bhikkhus, he does not inform; if, though not wishing to conceal, he does not inform; if he does not inform, thinking, "He will be known by his own deed"; if he is mad; if he is the first offender.
