[681] **"Whosoever"** means: whoever, of whatever sort … **"Bhikkhu"** means: … this is the bhikkhu intended in this sense. **"By bhikkhus"** means: by other bhikkhus. What is called **"in accordance with the Dhamma" (sahadhammika)** is: whatever training rule (sikkhāpada) has been laid down by the Blessed One — this is called "in accordance with the Dhamma." Being admonished by them in accordance therewith, he speaks thus — he says: "Friend, I will not train in this training rule until I have questioned another bhikkhu who is competent, a bearer of the Vinaya (vinayadhara), a wise man, intelligent, of much learning, a speaker of the Dhamma" — there is an offense of pācittiya.
