[686] **Whoever:** whoever, of whatever sort … . **Bhikkhu:** … this is the bhikkhu (bhikkhu) intended in this meaning. **While the Pātimokkha is being recited:** while someone is reciting it, or having it recited, or rehearsing it. **Should speak thus:** if he disparages the Vinaya to one who is fully ordained (upasampanna), saying: "What is the use of these lesser and minor training rules being recited? They lead only to remorse, to vexation, to perplexity. Those who master this — for them there is remorse, there is vexation, there is perplexity; those who do not master this — for them there is no remorse, no vexation, no perplexity. Better that this were not recited; better that this were not taken up; better that this were not mastered; better that this were not borne in mind. Let the Vinaya disappear, or let these bhikkhus remain ignorant of what is prescribed!" — there is an offense of pācittiya.
