[878] At that time the Blessed One, the Buddha, was dwelling at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's park. Now at that time the group-of-six bhikkhus defecated, urinated, and spat in the water. People complained, criticized, and spread it about, saying: "How can these ascetics, sons of the Sakyan, defecate, urinate, and spit in the water, just like householders who enjoy sensual pleasures?" Bhikkhus heard those people complaining, criticizing, and spreading it about. Those bhikkhus who were of few wishes … complained, criticized, and spread it about, saying: "How can the group-of-six bhikkhus defecate, urinate, and spit in the water?" …
"Is it true, as they say, bhikkhus, that you defecate, urinate, and spit in the water?"
"It is true, Blessed One."
The Blessed One, the Buddha, rebuked them: "How can you, foolish men, defecate, urinate, and spit in the water? This, foolish men, does not conduce to the confidence of those without confidence, nor to the increase of confidence in those who have it …
"And thus, bhikkhus, you should recite this training rule (sikkhāpada): 'I shall not defecate, urinate, or spit in the water' — this is a training to be observed."
And thus this training rule was laid down by the Blessed One for the bhikkhus.
