[635] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jetavana, Anāthapiṇḍika's park. Now at that time the group-of-six bhikkhus knowingly made use of water containing living beings. Those bhikkhus who were of few wishes … criticized, complained of, and denounced them: "How can the group-of-six bhikkhus knowingly make use of water containing living beings?" …
"Is it true, bhikkhus, as they say, that you knowingly make use of water containing living beings?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How can you, foolish men, knowingly make use of water containing living beings? This, foolish men, is neither for the arousing of confidence in those who lack confidence, nor for the increase of confidence in those who have it …
"And thus, bhikkhus, you should recite this training rule:
"Whatever bhikkhu should knowingly make use of water containing living beings, there is an offense of pācittiya."
