[145] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's park. Now at that time the rains-bathing cloth (vassikasāṭikā) had been allowed to the bhikkhus by the Blessed One. The group-of-six bhikkhus (chabbaggiyā), [thinking,] "The rains-bathing cloth has been allowed by the Blessed One," sought rains-bathing cloth robe-material too early, made it up and wore it too early, and, when the rains-bathing cloth was worn out, let the rain fall upon their naked bodies.
Those bhikkhus who were of few wishes … they took offense, criticized, and spread it about, saying, "How can the group-of-six bhikkhus seek rains-bathing cloth robe-material too early, make it up and wear it too early, and, when the rains-bathing cloth is worn out, let the rain fall upon their naked bodies?"
Then those bhikkhus reported this matter to the Blessed One. "Is it true, as they say, bhikkhus, that you seek rains-bathing cloth robe-material too early, make it up and wear it too early, and, when the rains-bathing cloth is worn out, let the rain fall upon your naked bodies?" "It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How can you, foolish men (moghapurisā), seek rains-bathing cloth robe-material too early, make it up and wear it too early, and, when the rains-bathing cloth is worn out, let the rain fall upon your naked bodies? This, foolish men, is not for the confidence of those without confidence, nor for the increase [of confidence] of those already confident … And thus, bhikkhus, you should recite this training rule:
"[Knowing,] 'A month of the hot season remains,' a bhikkhu may seek rains-bathing cloth robe-material; [knowing,] 'A half-month of the hot season remains,' he may make it up and wear it. If, when more than a month of the hot season remains, he should seek rains-bathing cloth robe-material, or when more than a half-month of the hot season remains, he should make it up and wear it, it is [an offense of] relinquishment with confession (nissaggiya pācittiya)."
