[137] Bhikkhus, those bhikkhus who explain an offence (āpatti) as an offence — those bhikkhus, bhikkhus, are practising for the welfare of the many, for the happiness of the many, for the good, welfare, and happiness of the multitude, of devas and human beings. Those bhikkhus, bhikkhus, generate much merit, and they establish this true Dhamma (saddhamma).
