[136] Bhikkhus, those bhikkhus who explain a non-offense (anāpatti) as a non-offense — those bhikkhus, bhikkhus, are practicing for the welfare of many people, for the happiness of many people, for the good, welfare, and happiness of the multitude, of devas and humans. Those bhikkhus, bhikkhus, generate much merit (puñña), and they establish this true Dhamma (saddhamma).
