[197] Bhikkhus, there are these five obstacles to rain, which the forecasters (nemittā) do not know, where the eye of the forecasters does not penetrate. What five? Bhikkhus, in the sky above, the fire element (tejo-dhātu) becomes agitated; because of that, the clouds that have arisen disperse. This, bhikkhus, is the first obstacle to rain, which the forecasters do not know, where the eye of the forecasters does not penetrate. Again, bhikkhus, in the sky above, the air element (vāyo-dhātu) becomes agitated; because of that, the clouds that have arisen disperse. This, bhikkhus, is the second obstacle to rain, which the forecasters do not know, where the eye of the forecasters does not penetrate. Again, bhikkhus, Rāhu, lord of the asuras, receives the water with his hand and casts it into the great ocean. This, bhikkhus, is the third obstacle to rain, which the forecasters do not know, where the eye of the forecasters does not penetrate. Again, bhikkhus, the young devas of the rain clouds become negligent. This, bhikkhus, is the fourth obstacle to rain, which the forecasters do not know, where the eye of the forecasters does not penetrate. Again, bhikkhus, human beings become unrighteous. This, bhikkhus, is the fifth obstacle to rain, which the forecasters do not know, where the eye of the forecasters does not penetrate. These, bhikkhus, are the five obstacles to rain, which the forecasters do not know, where the eye of the forecasters does not penetrate.
