[196] Bhikkhus, lay followers (upāsakā), if they wish, may proclaim their lack of confidence in a bhikkhu who possesses eight qualities. What eight? He strives for the loss of householders; he strives for the harm of householders; he abuses and reviles householders; he divides householders from householders; he speaks dispraise of the Buddha; he speaks dispraise of the Dhamma; he speaks dispraise of the Saṅgha; and people see him frequenting an unsuitable resort (agocara). Bhikkhus, lay followers, if they wish, may proclaim their lack of confidence in a bhikkhu who possesses these eight qualities.
