[33] "Venerable sir, possessed of how many qualities may a bhikkhu (bhikkhu) confer the full ordination (upasampadā)?"
"Upāli, a bhikkhu possessed of ten qualities may confer the full ordination. What ten? Here, Upāli, a bhikkhu is virtuous; he dwells restrained by the restraint of the Pātimokkha, accomplished in conduct and resort, seeing danger in the slightest faults; having undertaken the training rules, he trains in them. He is of great learning, one who retains what he has heard, one who stores up what he has heard: those teachings that are good in the beginning, good in the middle, and good in the end, which proclaim, with meaning and with phrasing, the holy life (brahmacariya) entirely complete and pure — such teachings have been much learned by him, retained, recited verbally, examined with the mind (citta), and well penetrated by view. Moreover, the Pātimokkha has been well learned by him in detail, well analyzed, well mastered, well determined, sutta by sutta and detail by detail. He is capable of attending upon one who is sick, or of having him attended upon. He is capable of dispelling dissatisfaction, or of having it dispelled. He is capable of removing, by means of the Dhamma, remorse that has arisen. He is capable of detaching one, by means of the Dhamma, from a wrong view that has arisen. He is capable of encouraging the undertaking of the higher virtue (adhisīla). He is capable of encouraging the undertaking of the higher mind (adhicitta). He is capable of encouraging the undertaking of the higher wisdom (adhipaññā). Possessed of these ten qualities, Upāli, a bhikkhu may confer the full ordination."
