[551] Asked by him, Mātali, the charioteer of the devas, explained; knowing the result (vipāka) of evil deeds, he declared it to one who knew not: "Those in the world of the living who are of thoroughly evil nature, who seize winged creatures and torment them — they, having tormented birds, O lord of the people, those of cruel deeds, having engendered evil — these are the people who lie with severed heads."
