[368] **Not to be led by action, nor by what is heard**: "Not by action" means: one is not carried, not led, not borne along, not swept away by a meritorious formation (puññābhisaṅkhāra), or by a demeritorious formation (apuññābhisaṅkhāra), or by an imperturbable formation (āneñjābhisaṅkhāra); thus, "not by action."
"Nor to be led by what is heard" means: one is not carried, not led, not borne along, not swept away by purity through what is heard (sutasuddhi), or by another's utterance (paraghosa), or by the common opinion of the multitude (mahājanasammuti); thus, "not to be led by action, nor by what is heard."
