[566] **"And says: 'The other is a fool, unskilled'"** (bālo paro akusaloti cāha) means: he says thus, speaks thus, declares thus, explains thus, expresses thus: "The other is a fool (bāla), inferior, debased, low, base, foul, petty, unskilled (akusala), unknowing (avidvā), gone into ignorance (avijjā), without knowledge (ñāṇa), lacking discernment, of poor wisdom." Therefore, "and says: 'The other is a fool, unskilled.'" Hence the Blessed One said:
Relying upon what is seen, what is heard, upon virtue and vows, or upon what is sensed —
relying upon these, one who shows contempt for others,
standing fixed upon his judgment, exulting,
says: "The other is a fool, unskilled."
